Compliance, Education and Policy Circular 15-11 To advise that a Letter of Authorization permit is available for B Train, Super B Train, and hayrack semi-trailer logging configurations equipped with manual lift axles that are chained up during highway operation (as per the conditions of section 7.11 of the Commercial Transport Regulations (CTR)).

The Letter of Authorization permit will be available only to vehicle configurations that have one or two manual lift axles on the lead trailer (3-axle leads for Super B Trains or 2-axle leads for B Trains.). The Letter of Authorization permit will contain specific conditions for operation of the non compliant lift axles.

2011 Circular 09-11 UPDATE
The Commercial Transport Regulation (CTR) was amended, effective July 21, 2011, to implement the changes set out below. The circular has been updated to reflect this. 
PURPOSE OF CIRCULAR
To advise that the CTR has been amended to reconcile some vehicle weight and dimension standards with Alberta and Saskatchewan. Changes to reconcile and modernize pilot car physical standards were also made. These changes were made pursuant to the New West Partnership Trade Agreement between the three provinces.
